County Court judgment volumes hit highest levels since 2019

New figures published today by Registry Trust have shown that court judgment activity rose sharply in 2025, reaching its highest level since before the pandemic.

A total of 1,196,174 new County Court Judgments (CCJs) were registered across the UK and Ireland in 2025 – a 10.1% increase year-on-year and the highest annual total since 2019, 1,163,903 were in England and Wales, accounting for 97.3% of all judgments.

The total value of CCJs reached £2.88 billion, while the median value fell towards £500, showing that growth is being driven primarily by rising volumes and a greater number of lower-value claims.

The data showed that there were around 1.02 million consumer judgments in 2025 (up 11.6% year-on-year).

There were 176,273 commercial judgments (up 1.9%) with an average of 4,728 judgments per working day, up 10% on 2024 with 43% of all judgments were for sums under £500, continuing a shift toward smaller-value claims

Activity intensified during the year, with 325,008 judgments registered in Q3 2025, one of the busiest quarters in recent years, and July 2025 the second-busiest month on record.

Judgment activity remains concentrated in major population and economic centres, particularly London and the North West of England.

“While judgments may reflect financial pressure, it’s important that if and when debts are resolved, those satisfactions are recorded quickly and accurately so individuals and businesses can move forward.”
